BATAM, Indonesia, 14 October 2026 – Opus Bay is preparing to launch Batam’s first integrated resort estate from December 2026, introducing a hospitality development that combines a 493-room hotel, a luxury villa retreat, a waterfront retail and dining precinct, and a sports park. Located approximately 45 minutes by ferry from Singapore, the development will open in phases, starting with its private ferry terminal, Marina Bay Ferry Cove, and Balmoral Tower.
Designed as a “City within a City” for leisure and business travellers, Opus Bay combines accommodation, retail, dining and recreational facilities within one estate. The first phase of the development is expected to extend into early 2027, when Cluny Resorts, the waterfront promenade and the sports park are scheduled to open alongside additional amenities.
The development's transport infrastructure is a central component of its accessibility. Marina Bay Ferry Cove will provide a direct arrival point within the estate, located approximately a three-minute walk from the hotel. This arrangement allows ferry passengers to reach the accommodation without requiring additional land transfers between the terminal and the resort.
The ferry connection also positions Opus Bay within reach of Singapore's travel market, while its range of accommodation and supporting facilities is designed to serve different traveller requirements within a single development. The project combines hotel rooms and residential-style features with a separate all-villa retreat, creating two distinct hospitality offerings within the same estate.
Residence on Opus Bay comprises Balmoral Tower and Cluny Resorts, offering different accommodation formats within the integrated resort. Balmoral Tower will be a 35-storey property featuring 493 rooms across nine categories, ranging from studios to two-bedroom suites. The hotel is designed to accommodate modern travel requirements through private balconies with views, kitchenettes, washer-dryers and an AI-powered digital concierge. Its scale makes it the largest hotel in Batam, according to the development announcement.
Cluny Resorts will introduce a separate luxury villa concept, with 57 villas across seven categories. Accommodation sizes range from 169 square metres for one-bedroom villas to a 548-square-metre three-bedroom Grand Villa. Most villas will feature private swimming pools, while a buggy service will connect guests with the waterfront promenade and ferry terminal.
The two properties will enter the market on different timelines. Balmoral Tower is scheduled to open progressively from December 2026, while Cluny Resorts is expected to open in 2027. The phased approach will introduce the hotel accommodation before the remaining hospitality and lifestyle components are completed.
The Bay Boulevard Marina Promenade will form the development's waterfront retail and dining precinct. Spanning 10,000 square metres, the promenade is planned to accommodate close to 80 stores, including concept stores and alfresco dining establishments.
Additional facilities will include a food hall serving local cuisine and seafood, alongside a supermarket offering groceries, daily essentials and other goods. These components will provide retail and dining facilities within the resort estate, complementing its accommodation offerings and recreational infrastructure. The promenade is scheduled to open by early 2027 as part of the wider development rollout.
The development will also include a Sports Park featuring three padel courts and four pickleball courts. Facilities will include lounge and bench seating, shower facilities and a food kiosk, supporting both casual recreational activities and competitive sessions.
Beyond the estate, Opus Bay is positioned within reach of several established attractions and commercial destinations across Batam. Saung Budaya Batam, Puncak Beliung and Batam Hills Golf Resort are located within approximately 10 minutes of the development.
Two additional golf clubs and the Barelang Bridge are approximately 25 to 30 minutes away. Shopping destinations, including Grand Batam Mall, Batam City Square and K-Square, are within a 30- to 35-minute journey, while Hang Nadim International Airport is approximately 45 minutes away.
The development's proximity to these destinations connects the integrated resort with Batam's existing golf, leisure, shopping and transport infrastructure. Its planned combination of accommodation, retail and recreational facilities brings multiple hospitality-related components together within one estate.
Opus Bay's opening programme begins with Marina Bay Ferry Cove and Balmoral Tower from December 2026, followed by Cluny Resorts, the waterfront retail promenade, food hall, supermarket and Sports Park by early 2027. The phased development schedule covers the introduction of the estate's accommodation, transport access and supporting commercial facilities.
